For homeowners, landlords, developers, and facility managers, permits are not simply paperwork. They are the local government’s process for confirming that work meets building, fire, electrical, plumbing, mechanical, zoning, and safety rules. The exact rules vary by city, county, and project type, but a clear permit plan should be part of any serious construction conversation.
What building permit requirements usually cover
A building permit is commonly required when work changes a structure, affects life-safety systems, or adds new services. Ground-up construction, additions, finished basements, structural repairs, major kitchen remodels, bathroom renovations involving plumbing changes, decks, retaining walls, roof replacements, and commercial build-outs are frequent examples.
Work that appears small can still trigger a permit. Replacing a water heater may require a plumbing permit. Installing a new electrical circuit, moving a gas line, replacing windows in certain jurisdictions, or changing the layout of a commercial space may require approval and inspection. A contractor who says, “You do not need a permit,” should be able to explain why based on the local code and the exact scope.
Cosmetic work is less likely to require one. Painting, installing flooring, replacing cabinet doors, and similar finish updates often do not need permits. But there are exceptions. A historic district, condominium association, flood zone, coastal area, or property with prior code issues may introduce additional review requirements.

Permits, zoning, and HOA approval are different things
Project owners sometimes use “permit” to describe every approval needed for a job. In practice, several separate approvals may apply.

It can affect setbacks, height, lot coverage, parking, occupancy, and whether an accessory dwelling unit or commercial use is allowed. For an addition, detached garage, deck, major exterior renovation, or commercial tenant improvement, ask early whether zoning, architectural review, or site approval is required. These reviews can take longer than the building permit itself.
Who should pull the permit?
This question should have a direct answer before you accept a proposal. In many jurisdictions, a licensed contractor pulls permits for work within their trade. Some owners choose to pull an owner-builder permit. That can be appropriate for an owner managing their own project, but it may also shift responsibilities that the owner did not expect. An owner-builder permit should never be used as a shortcut to let an unlicensed contractor operate behind the owner’s name.
For commercial work, the permit applicant may be the general contractor, tenant, owner, architect, or authorized agent, depending on the jurisdiction and project structure. What matters is that the roles are documented. The contract should state who prepares the application, who pays the fee, who responds to plan-review comments, and who closes the permit at the end of the work.
If a contractor asks you to pull a permit without explaining the reason, pause. There may be a legitimate local process involved, but you deserve a clear explanation before taking on that role.
What a complete permit plan looks like
The permit process is easier when the project scope is specific. “Remodel kitchen” is not enough detail for a reliable estimate or a permit application. A stronger scope identifies whether walls are moving, whether plumbing or electrical locations will change, what materials are planned, and whether structural work is involved.
For larger projects, the building department may request a site plan, floor plan, elevations, engineering documents, energy forms, product specifications, or contractor license information. Commercial projects can require code analyses, accessibility details, fire protection plans, and occupancy information. Requirements depend on local code, the property’s use, and the complexity of the work.
Before requesting bids, organize the information contractors need to price the job accurately. This typically includes:
- The property address and a clear description of the proposed work
- Photos of existing conditions, measurements, and any known site constraints
- Plans, sketches, or PDFs for additions, structural changes, and commercial work
- Your target timeline, budget range, and any HOA or building-management rules

How permits affect cost and timing
Permit fees are only one part of the cost. Fees may be based on project valuation, square footage, fixtures, service upgrades, or the type of work. Some permits cost relatively little; a large addition, new build, or commercial renovation can involve substantial fees and multiple departmental reviews.
Design and engineering can be the larger expense. If a project removes a load-bearing wall, adds a second story, modifies a foundation, or changes a commercial occupancy, stamped plans may be required. That work should be accounted for before construction starts, not discovered after demolition.
Timing also depends on the jurisdiction. A straightforward trade permit may be issued quickly, while a project requiring plan review can take weeks or longer. Revisions, incomplete plans, zoning conflicts, and high seasonal demand can extend the process. A contractor’s proposed start date is meaningful only if it considers permit status, material lead times, and the availability of required inspections.
Do not treat an unpermitted shortcut as a savings strategy. Work completed without required approvals can create problems during a sale, refinance, insurance claim, tenant inspection, or future renovation. In some cases, finished work must be opened so an inspector can verify concealed electrical, plumbing, framing, or structural elements.
Questions to ask when comparing contractor proposals
A useful proposal does more than state a total price. It should make the permit approach visible. If one estimate includes permits and another says nothing about them, those estimates are not directly comparable.
Ask each contractor whether they believe permits are required, which permits they expect to obtain, and whether their price includes application fees, drawings, engineering, expediting, and inspection coordination. Ask what happens if the building department requires revisions or additional work after review. The answer may depend on whether the added requirement was reasonably foreseeable from the original scope.
You should also ask whether the contractor will wait for permit issuance before starting work. Some preparation, material selection, or non-permitted demolition may be allowed in certain situations, but beginning regulated work too early can create unnecessary risk. Get the sequence in writing.
For a multi-trade renovation or commercial build-out, compare proposed timelines alongside the permitting plan. The lowest bid may leave out administrative work that another contractor has already included. A higher proposal may be the better value if it includes complete plans, licensed trade permits, inspections, and a realistic path to closeout.
Keep records through final inspection
Once a permit is issued, save the permit number, approved plans, inspection results, change orders, invoices, and final approval documents in one project file. These records are useful long after the contractor leaves. They support future maintenance, resale disclosures, warranty claims, insurance questions, and later remodeling decisions.
The permit must usually remain available at the job site, and approved plans may need to be accessible for inspectors. Your contractor should communicate when inspections are scheduled and whether any corrections are needed. A failed inspection is not automatically a sign of poor work; inspectors may request clarification or a minor correction. The key is that the issue is documented, addressed, and reinspected before work is covered or the project moves forward.
